Board of Trustees Meeting Minutes
Meeting called to order by Supervisor Williams at 7:32 p.m. Present: Williams, Topping, Mahler. Absent: Krueger, Cowan. Pledge to flag. Motion Mahler support, Topping to approve consent agenda as amended, including minutes of Feb. 12, 17, 23 and Mar. 1, 2004. Carried. Motion Mahler support Topping to pay bills as presented. Carried. Call to Public: None. Supervisor opened budget hearing at 7:38 p.m. Supervisor presented and explained proposed revenues and expenditures. Public Comment: None. Budget hearing closed at 7:45 p.m. Sewer report given by Supervisor. Zoning and Planning report given by Clerk. Clean-up day planned for May 8th from 9 a.m. to 1 p.m. Public Safety Reports: Supervisor presented Mike Newberry with an award from MADD. Police Chief reports they received an anonymous donation for $400.00 from resident for equipment. Fire Chief reports they were unable to do ice rescue training due to weather. Also noted that if you hear continuous siren it’s weather related, usually tornado warning or severe thunderstorm warning and take cover. Discussed sign ordinance violation of N&K Marina. This had been tabled to look at hardship qualifications. It was explained that only the ZBA can hear hardships. Motion Mahler support Topping to find N&K Marina sign in violation of Section 18.17. Carried. Clerk instructed to contact N&K with letter of violation and information on hardship applications. Motion Williams support Mahler to approve proposed Capital Improvement Plan. Carried. Resolution Mahler support Topping to create a 393 Fund Balance Designated Account. Roll: All in favor, none opposed, two absent. Resolution passed. Resolution Mahler support Topping to approve the General Appropriations Act for 2004-2005 as presented. Roll: All in favor, none opposed, two absent. Resolution passed. Motion Williams support Mahler to deny FOIA appeal from Mr. Daymon and authorize Supervisor authority to send written denial. Carried. Motion Mahler support Topping to sign mutual aid agreement with Chelsea Fire Authority. Carried. Motion Topping support Mahler to approve budget amendments as follows: Increase 284 General by $2700.00, Decrease 210 Attorney by $2000.00, and Decrease 101 Board by $700.00. Also Increase 801 Planning by $1300.00 and Decrease 445 Drain by $1300.00. Carried. Final Call to Public: Motion Williams to adjourn at 8:13 p.m. support Topping. Carried.
