Meeting called to order at 7:00 p.m. Pledge to flag. Present: Walker, Topping, Mahler, Cowan, Weiland. Absent: None. Motion Mahler support Walker to approve agenda. Carried. Motion Weiland support Walker to approve Feb. 12, 2009 minutes. Carried. Motion Cowan support Walker to approve payment of bills as presented. Carried. Call to Public: None. Reports: Planning – Topping states working on open-space and PUD ordinances. Police – Chief Cook, congratulate Hamlin who thwarted a B&E in Gregory businesses. Also Officer Kopacz discovered teens destroying wheat field. Fire – Chief Schroeder had nothing to report. Mahler wished to thank police and fire for rescue of dog from channel. Recreation – Cowan reports they are working on new updated Recreation Plan and will be meeting with Carlisle Wortman in Ann Arbor. Seniors – Mahler reports they are having a brunch Wednesday March 25 and looking to attract new members. Zoning Report Available. Update on Escher building, contractor and Eschers are working to obtain required permits. Discussion of possibility of settling for 50% of legal fees along with required clean up. Unfinished Business: Bids still on hold. New Business: Motion Cowan support Weiland to approve the following budget amendments for the 2008/09 budget year. Decrease $10,000.00 from Police Fund balance to Increase Police Expenditures by same amount. Decrease $1500.00 out of attorney fees and increasing Supervisor by $1400.00 and Assessor by $100.00. Decreasing street lights fund balance by $1500.00 and increasing their expenditures by same amount. Carried. Motion Walker support Weiland to approve Fowlerville School Summer Tax Collection agreement. Carried. Budget hearing opened at 7:20 p.m. Clerk went over Revenues and Expenditures of all departments. Budget hearing closed at 7:28 p.m. Motion Walker support Weiland to approve the proposed budget for all departments as presented. Carried. Motion Walker support Mahler to approve Bill Tesch as back-up Zoning Administrator. Carried. Motion Topping support Mahler to approve of Advanced Dust Control for our brine applicator, contract attached. Carried. Motion Walker support Weiland to allow supervisor Walker to negotiate for plan 3 or 4 per our engineer’s proposal for the Gregory Ridge development. Carried. Mr. Smiley from the Southeast Land Conservancy was present to request the board re-instate the tax exempt status of the preserve. He said they are allowing an Eagle Scout to work on a kiosk and pamphlets and have neighbors monitoring property. Motion Mahler support Walker to approve settlement and reinstatement of tax exempt status with the condition that they pay our legal fees, maximum of $1000.00. Carried. Final Call to Public: Monica questions on Internet reports, Walker stated she did not have time but was looking at enclosing a newsletter with tax statements. She also questioned Escher property. Motion Mahler support Topping to adjourn at 7:42 p.m. Carried.
