Unadilla Township Regular Meeting Minutes

September 10, 2009

 

Meeting called to order at 7:02 p.m.  Pledge to flag.  Present: Walker, Topping, Mahler, Cowan, Weiland.  Absent: None.  Topping recognized Phil Kunzelman for his many years of service as a township board member and as a fireman, and noted his dedication to this community.  He was very instrumental in the construction of the fire station.  Mahler noted he will be missed.  Motion Walker support Weiland to approve the agenda as amended. Carried.  Motion Walker support Cowan to approve the minutes of August 2009.  Carried.  Motion Mahler support Weiland to approve the payment of bills as presented.  Carried.  Call to Public: None.  Senior Report by Mahler, October 20th planning flu clinic, Gleaners is bringing in more food and they have been busy enjoying trips.  Recreation Report by Cowan, Recreation Master Plan complete.  Planning Report by Topping, will be holding a public hearing on Article 5, noting changes to coordinate with the PUD.  Police Report by Chief Cook, requesting permission to dispose of light bar for $50.00.   Motion Walker support Mahler to approve sale.  Carried.  Fire Report by Chief Schroeder, Fire Prevention Day is Oct 4th, doing the usual demonstrations.  They have been offered a piece of steel from the Twin Towers to create a 911 memorial, info not complete at this time.  They are requesting permission to accept painting bids for fire station exterior.  Motion Mahler to approve bid from Fresh Colors Painting.  Support Weiland.  Carried.  Unfinished Business:  Mr. Lewis, Arnold Rd update, a land use permit was issued in error, Supervisor was confused there was confusion on process, zoning administrator refused to issue the permit as presented, supervisor signed in error.  Supervisor has since called him and left a message as to the chain of events that needs to be done to proceed.  Update on drain issues, nothing to report at this time, they are looking into reassessment of area.  Update on supplying electrical service to Unadilla Park, tabled at this time to revisit at budget time next year.  New Business:  Request from Michael and Lindy Delaney to include their property into the Multi-Lake Sewer District.  Motion Walker support Cowan to approve expansion of the Multi- Lake Sewer District, to include property # 47-13-34-401-040, whose address is 5710 Joslin Lake Drive, Lot 20 and 21 in the Unadilla Heights Subdivision.  All in favor, motion approved.  Resolution from Multi-Lakes Sewer to amend the Sewer Use Rules and Regulations amendment 1-E.  Motion by Mahler supported by Walker to adopt resolution as presented.  Ayes: Cowan, Mahler, Walker, Topping, Weiland.  Nays: None.  Resolution adopted.  Discussion of changing paving regulations in road requirements of zoning ordinance, tabled to next month.  Recreation Master Plan Public Hearing, Walker closed regular meeting at 7:50 p.m. and opened the public hearing.  Public comments, None, Board comments a few typographical errors were noted.  Public hearing closed at 7:53 p.m.  Motion Topping support Walker presented resolution to adopt the Recreation Master Plan as corrected.  Ayes: Cowan, Mahler, Walker, Topping, Weiland.  Nays: None. Resolution adopted.  Motion Walker support Topping to approve Group Insurance Plan Ordinance 08-09.  All in favor.  Carried.  Motion Mahler support Weiland to appoint Jim Peterson as alternate to the Multi-Lakes Sewer Board representative for Unadilla Township.  Discussion from Walker on posting position, Mahler states Joe Mahler is current member and he suggested we stick with someone with knowledge of the entire situation and his recommendation would be Jim Peterson. Cowan concerned with communication skills.  Opposed Cowan, Walker.  Motion Carried.  Discussion on public safety minutes, consensus is that they will do a synopsis themselves of pertinent issues.  Motion Topping support Walker to approve of L-4029, Tax Rate Request as presented, Levy to include .6892 mills for operating, 1.5 mill for police, 1.0 mill for fire and 1.0 mill for roads.  Carried.  Final Call to Public: Paul Risner, Stockbridge Supervisor present to state he would like to attend some meetings and offered same to our board to keep informed on community issues, since we work together on many issues.  Motion Walker support Mahler to adjourn at 8:10 p.m.  Carried.
