Unadilla Township Regular Meeting Minutes

Meeting called to order by Supervisor Williams at 7:31 p.m.  Present: Williams, Topping,  Mahler, Cowan, Krueger.  Absent: None.  Pledge to flag.  Agenda amended to remove H. Zoning Amendment (Marina Language).  Motion Krueger support Mahler to approve consent agenda items including Minutes of Sept. 9 and Sept. 23, and payment of bills as presented.  Carried.  Call to public: None.  Road update, Zoning update, Planning Commission update:  They are working on PUD changes in ordinance and replacement language of mobile homes in mobile home area.  Audit report from Mr. Hanniford of Pfeffer, Hanniford & Palka, CPA.  The township received an unqualified opinion, which he explained was the best rating we can receive.  He discussed the various funds.  He also stated that the Mich. Dept. of Treasury would be putting all audits on line in near future.  Election report:  The Nov. General election will be held at the former township hall 18806 Dexter Trail for the last time.  Senior help day went well, 60 doses of flu vaccine were administered, unfortunately some residents had to be turned away.  Chief Cook gave police report, noting that Pinckney Village President donated 5 chairs and a storage cabinet to our police dept.  They are all going for firearms qualification in Pinckney.  We will be holding a mock disaster drill here on Saturday from 9 to 1 on the 30th.  County HAZMAT team will also be present.  Chief Schroeder gave fire report, Fire prevention day went well and was well attended.  The two new firemen will begin training in December.  Motion Krueger support Mahler to approve Resolution 1004-01:  Creation of a Township Improvement Fund.  Roll vote Ayes: Krueger, Williams, Mahler, Cowan, Topping.  Nays:  None.  Approved.  Motion Kruger support Cowan to approve Resolution 1004-02: Property Tax Administration Fee.  Roll vote Ayes: Krueger, Williams, Mahler, Cowan, Topping.  Nays: None.  Approved.  Motion Mahler support Cowan to approve 2004 tax rate request for Unadilla Township the total being 4.1274 mills includes, police, fire and roads.  Carried.  Motion Krueger support Topping to approve “Trick or Treat” hours from 5:30 to 7:30 p.m. on Halloween night.  Carried.  Motion Krueger support Mahler to approve budget amendment moving $1500.00 from Drains to Elections.  Carried.  Motion Krueger support Cowan to increase beginning fund balance by $62, 381.00  Carried.  Motion Mahler support Topping to approve special revenue funds, these funds will have there own fund number they are Police Training Fund, Dust Control Fund, Street Light fund, Metro Act fund.  Carried.  Motion Krueger support Mahler to promote Dave Russell to Police Sergeant.  Carried.  Final call to public:  Motion Williams to adjourn at 8:13 p.m.  Support Krueger.  Carried.
