Unadilla Township Regular Meeting Minutes

Meeting called to order at 7:35 p.m. by Supervisor Peterson.  Present:  Peterson, Topping, Mahler, Krueger, Cowan.  Absent: None.  Pledge of allegiance led by Supervisor.  Motion Mahler support Cowan to approve consent agenda items including February regular meeting minutes, budget work meeting minutes, and bills as amended.  Carried.  Call to Public:  None.  Close regular board meeting at 7:37 p.m. and open Public Hearing on proposed budget.  Supervisor read anticipated revenues and expenditures for each department.  Public comment heard on various issues.  Discussion of holding special election to continue dust control and road maintenance.  We discussed increasing election expense by $500.00 for that purpose.  Discussion of fire funds and their equipment needs.  Krueger requests we set aside $1500.00 in contingency fund for parks and recreation in case they need matching money for grants.  Cowan requests we set aside $15,000.00 in contingency fund for fire equipment more if possible.  Motion Krueger support Mahler that we approve the proposed 2005/2006 budget as amended.  Roll vote:  Ayes: Krueger, Mahler, Peterson, Topping.  Opposed: Cowan.  Carried.  Supervisor closed the public hearing at 8:17 p.m. and reopened the regular township board meeting.  Zoning Report: 1 permit last month.  Planning Report: They are starting from scratch on a PUD ordinance, passed flag lot definition change, looking for new planner.  Recreation Committee: Krueger reports they had allot of input last meeting, representative from the school district came and gave input.  They had a young man working toward his Eagle Scout badge approach and want too possibly re-do the back stop at the Unadilla park or possibly construct a gazebo, he will contact us with definite plan.  Police Report:  Cages were installed in cars, Officers attended Meth training at no cost, they will be attending training in April on school shootings.  Fire Report:  Tanker distributor problem.  Pump needs repair cost $4,200.  Motion Peterson support Krueger to fix pump.  Carried.  Public Safety Officer:  Thank you to Doug Johnsen the WATERGUY for fixing the fire department water softener on a Sunday at no cost to the township.  Clean Up day looking at doing in fall.  Motion Krueger support Peterson to approve zoning language change in Section 18.21 adding item 1, Unadilla Mobile Home Estates.  Carried.  Motion Krueger support Peterson to approve zoning language change in Section 9.09 adding Patterson Lake to footnote “q” in schedule of regulations.  Carried.  Motion Cowan support Krueger to amend 2004/2005-budget ad read by Treasurer.  Carried.  Motion Krueger support Peterson to appoint Brian Spadafore to the planning commission replacing Mr. Sutter who has retired after 12 years service.  Opposed Cowan.  Carried.  Motion Krueger support Peterson to hire Jan Helmboldt to work some part time hours in the township, she will be the deputy treasurer, current pay is $8.00 per hour.  Carried.  Motion Krueger support Peterson to approve the Township Board Meeting schedule for 2005/2006, meeting second Thursday each month at 7:00 p.m. Discussion of  Saturday hours, not at this time. Discussion of April being short two members, no changes  Carried as are.  Final call to public:  Motion Peterson support Krueger to adjourn at 8:45 p.m.  Carried.
